- Employee trip reduction program. Removal of free employee parking, introduction of comprehensive employee trip reduction program credits for employees who walk, cycle or take transit

- "Transit-Friendly City" Plan and Implementation Strategy - plan to introduce transit priority measures, minimum service level guidelines, intermodal travel and upgrading of 50% of transit stops with CPTED supportive shelters by 2010
